Using a bulk system, Namwater provides clean portable water. This commodity is distributed to the public by the Council via municipal water pipelines. All places, both formal and informal, have access to safe water to drink. The town council also supply semi-purified water from the effluent treatment plant to the community. This water is only suitable for bricklaying, car washes and gardening businesses.

Reconnection 

Reconnection only after a payment agreement is reached or the outstanding balance is paid. If an account is not settled or payment arrangements are not made within two months, the account will be disconnected.  

Illegal Water Connections 

Reconnection of water supply by owner or his agents that has been disconnected by the Council. Connection of water supply pipes behind the water meter. Any person involved such activities shall be guilty of an offense and if convicted will be liable to a fine not exceeding N$ 10 000 or to imprisonment for a period not exceeding six months or both such fine. 

Pay your account on Time(Tip) 

Payment of water account is due on 15th each month 
Then your account accrues interest thereafter. 

Water Suspension (Tip)  

Accounts in arrears over a month will be disconnected  
Disconnection will be done during normal working hours.

    In terms of the Local Authority Act 23 of 1992, Helao Nafidi Town Council is mandated to provide refuse removal services to the residents within its town lands. In exchange the residents are obliged to pay for this services as gazetted in the council’s tariffs as updated annually.

      Sewage (or domestic wastewater or municipal wastewater) is a type of wastewater that is produced by a community of people. It is characterised by volume or rate of flow, physical condition, chemical and toxic constituents, and its bacteriologic status (which organisms it contains and in what quantities).

      It consists mostly of greywater (from sinks, tubs, showers, dishwashers, and clothes washers), blackwater (the water used to flush toilets, combined with the human waste that it flushes away); soaps and detergents; and toilet paper.

      Discharging Sewage in Public 

      This is a serious offence, once caught it carry a fine of N$ 2000.00 for the first offenders and N$ 4000.00 for the repeaters.

      Sewage water pose high risk to public as it contain numerous viral and bacterial that has potential of causing diseases such as cholera, dysentery, typhoid and other diarrhoeal diseases .

       After registering, businesses with septic tank emptying contracts are permitted to empty sewage water into municipal sewage pods.

          This division is responsible for monitoring, supervising, coordinating and developmental control of land uses within the townlands of Helao Nafidi town. It is responsible to advice and guide council, as well as developers on town planning processes and land use applications such as rezoning, consolidation, subdivision, consent applications, and closure of Public Open Space in terms of the governing Acts, policies and regulations.

          Our surveying fee is now at N$ 747.50 subjected to annual tariff changes which is payable at our cashier for clients who want to register their portions of land via annual lease agreements with the town council.

            The Building Inspector Division is responsibile for ensuring that construction projects comply with local and national building codes and regulations. It is responsible to identify and addressing safety hazards and code violations, Evaluate and approving building permit. Conducting Inspection at various stages of construction. Keeping accurate records of inspection permit and compliance actions. Issuing stop-work orders for unsafe or non-compliant construction. Advising homeowners, contractors and developers on building codes and best practices.

              Environmental Health division is responsible for eliminate all health related hazards, conditions and nuisances at workplaces, business premises, living areas and the environment in order to prevent possible contraction of disease and to enhance the quality of life in Helao Nafidi Town.

              In our efforts to achieve the above, Health division render effective food hygiene program, and ensure a safe and sound working environment at workplaces. The division ensure prevention and the control of diseases in the town, create and maintain a controlled business environment.

              The Environmental Health division enforces the Public Health regulation, and all the Health Regulations promulgated in accordance with the Local Authority Act 23 of 1992.
