Using a bulk system, Namwater provides clean portable water. This commodity is distributed to the public by the Council via municipal water pipelines. All places, both formal and informal, have access to safe water to drink. The town council also supply semi-purified water from the effluent treatment plant to the community. This water is only suitable for bricklaying, car washes and gardening businesses.

Reconnection 

Reconnection only after a payment agreement is reached or the outstanding balance is paid. If an account is not settled or payment arrangements are not made within two months, the account will be disconnected.  

Illegal Water Connections 

Reconnection of water supply by owner or his agents that has been disconnected by the Council. Connection of water supply pipes behind the water meter. Any person involved such activities shall be guilty of an offense and if convicted will be liable to a fine not exceeding N$ 10 000 or to imprisonment for a period not exceeding six months or both such fine.

Then your account accrues interest thereafter.

    In terms of the Local Authority Act 23 of 1992, Helao Nafidi Town Council is mandated to provide refuse removal services to the residents within its town lands. In exchange the residents are obliged to pay for this services as gazetted in the council’s tariffs as updated annually.

          This division is responsible for monitoring, supervising, coordinating and developmental control of land uses within the townlands of Helao Nafidi town. It is responsible to advice and guide council, as well as developers on town planning processes and land use applications such as rezoning, consolidation, subdivision, consent applications, and closure of Public Open Space in terms of the governing Acts, policies and regulations.

          Our surveying fee is now at N$ 747.50 subjected to annual tariff changes which is payable at our cashier for clients who want to register their portions of land via annual lease agreements with the town council.

              Environmental Health division is responsible for eliminate all health related hazards, conditions and nuisances at workplaces, business premises, living areas and the environment in order to prevent possible contraction of disease and to enhance the quality of life in Helao Nafidi Town.

              In our efforts to achieve the above, Health division render effective food hygiene program, and ensure a safe and sound working environment at workplaces. The division ensure prevention and the control of diseases in the town, create and maintain a controlled business environment.

              The Environmental Health division enforces the Public Health regulation, and all the Health Regulations promulgated in accordance with the Local Authority Act 23 of 1992.
